Както беше обявено на официалния уебсайт на институцията на 30 юли 2025 г., Омбудсманът на Република България, Велислава Делчева, е алармирала националните власти за тревожни доклади, получени от УНИЦЕФ – България и Българския хелзинкски комитет, относно предполагаемо тежко насилие срещу деца в Социално-педагогическия интернат (СПИ) „Христо Ботев“ в село Варненци, община Тутракан.

Докладите, събрани в рамките на проекти, изпълнявани от тези организации, се основават на интервюта с деца, настанени в институцията по съдебно решение. Децата и техните родители описват системни и повтарящи се нарушения на правата на децата, включително твърдения за физическо, сексуално и психологическо насилие, принудителен тежък труд, физическо изтощение като наказание и ограничения в комуникацията с външния свят.

Информацията, документирана и представена писмено на Омбудсмана, съдържа преки свидетелства от самите деца, сочещи сериозни нарушения, за които се твърди, че са извършени от служители на интерната и други непълнолетни.

В отговор на тези сериозни твърдения и в качеството си на Национален превантивен механизъм, омбудсманът извърши внезапна проверка на 24 юли тази година в дома, в който са настанени малолетни момчета във Варненци.

As announced on the official website of the institution on 30 July 2025, the Ombudsman of the Republic of Bulgaria, Velislava Delcheva, has alerted national authorities to alarming reports received from UNICEF – Bulgaria and the Bulgarian Helsinki Committee regarding alleged severe violence against children at the Social and Pedagogical Boarding School (SPI) “Hristo Botev” in the village of Varnentsi, Tutrakan Municipality.

The reports, gathered within the framework of projects implemented by these organisations, are based on interviews with children placed in the institution by court decision. Children and their parents described systematic and repeated violations of children’s rights, including allegations of physical, sexual, and psychological violence, forced hard labour, physical exhaustion as punishment, and restrictions on communication with the outside world.

The information, documented and submitted in writing to the Ombudsman, contains direct testimonies from the children themselves, pointing to serious violations allegedly committed by boarding school staff and other minors.

In response to these serious allegations, and in her capacity as National Preventive Mechanism, the Ombudsman conducted an unannounced inspection on 24 July this year at the facility housing minor boys in Varnentsi.

Conforme anunciado no sítio oficial da instituição em 30 de julho de 2025, a Provedora de Justiça da Bulgária, Velislava Delcheva, alertou as autoridades nacionais para sinais alarmantes recebidos da UNICEF – Bulgária e do Comité de Helsínquia da Bulgária, sobre alegados casos de violência grave contra crianças na Escola Residencial Social e Pedagógica (SPI) “Hristo Botev”, situada na aldeia de Varnentsi, município de Tutrakan.

As informações, recolhidas no âmbito de projetos implementados por estas organizações, baseiam-se em entrevistas com crianças colocadas na instituição por decisão judicial. Menores e pais relataram violações sistemáticas e repetidas dos direitos da criança, incluindo alegações de violência física, sexual e psicológica, imposição de trabalhos pesados, castigos por exaustão física e restrição de contacto com o mundo exterior.

A informação, documentada e entregue por escrito à Provedoria, contém testemunhos diretos das próprias crianças sobre graves violações alegadamente cometidas por funcionários do internato e por outros menores.

Face à gravidade das alegações, e no exercício das suas funções enquanto Mecanismo Nacional de Prevenção, a Provedora realizou, a 24 de julho deste ano, uma inspeção surpresa à instituição que acolhe rapazes menores de idade em Varnentsi.

Според информация, публикувана от Генерална дирекция „Образование“ (DGE), кандидатстването за изданието на сертификацията „Escola Sem Bullying | Escola Sem Violência“ за 2025 г. приключи на 31 юли 2025 г. Инициативата отличава училища, които прилагат структурирани планове за предотвратяване и борба с тормоза и кибертормоза.

В предишното издание (2024 г.) 417 училищни клъстера и отделни училища получиха сертификат, повече от два пъти повече от 208-те, сертифицирани през 2022 г. Това отразява нарастващия ангажимент на образователните общности за насърчаване на безопасна и приобщаваща училищна среда.

DGE потвърди, че списъкът на училищата, сертифицирани през 2025 г., ще бъде публикуван на 6 ноември 2025 г., което съвпада с Международния ден за борба с насилието и тормоза в училище. Обявяването ще бъде направено на официалния уебсайт на инициативата и чрез институционалните канали на DGE.

Този сертификат служи като публично признание за училищата, които казват „не“ на насилието, като приемат мерки, насърчаващи уважението, емпатията и благополучието на учениците, засилвайки образователната им отговорност за предотвратяване на насилието в училище.

According to information released by the Directorate-General for Education (DGE), applications for the 2025 edition of the “Escola Sem Bullying | Escola Sem Violência” certification closed on 31 July 2025. The initiative recognises schools that implement structured plans to prevent and combat bullying and cyberbullying.

In the previous edition (2024), 417 school clusters and individual schools were awarded the certification, more than double the 208 certified in 2022. This reflects the growing commitment of educational communities to promoting safe and inclusive school environments.

The DGE confirmed that the list of schools certified in 2025 will be published on 6 November 2025, coinciding with the International Day Against Violence and Bullying at School. The announcement will be made on the official initiative website and through the DGE’s institutional channels.

This certification serves as public recognition for schools that say “no” to violence by adopting measures that promote respect, empathy and student well-being, reinforcing their educational responsibility in preventing school violence.

De acordo com informação divulgada pela Direção‑Geral da Educação (DGE), as candidaturas à edição de 2025 da certificação “Escola Sem Bullying | Escola Sem Violência” terminaram no dia 31 de julho de 2025. A iniciativa visa premiar escolas que implementam planos estruturados de prevenção e combate ao bullying e ciberbullying.

Na edição anterior (2024), foram distinguidos 417 agrupamentos e escolas, mais do que o dobro face a 2022, quando apenas 208 receberam o selo. Isto reflete um esforço crescente das comunidades educativas para promover ambientes escolares seguros e inclusivos.

A DGE confirmou que a lista das escolas certificadas em 2025 será divulgada a 6 de novembro de 2025, coincidindo com o Dia Internacional contra a Violência e o Bullying na Escola. A publicação será feita no site oficial da iniciativa e nos canais institucionais da DGE.

Esta certificação afirma-se como um incentivo público às escolas que adotam medidas que promovem o respeito, a empatia e o bem-estar dos alunos, reforçando a sua responsabilidade educativa na prevenção da violência nas escolas.

Според изявление, публикувано от португалското правителство на 8 юли 2025 г., забраната за смартфони в училищата до 6-ти клас е довела до значително намаляване на случаите на тормоз и недисциплинираност. Мярката, одобрена от Министерския съвет, се основава на проучване, проведено от Центъра за планиране и оценка на публичните политики (PLANAPP).

Докладът разкрива 59% спад в случаите на тормоз в прогимназиалното образование и около 56% в горния клас на средното образование. Наблюдава се и намаление с над 57% на случаите на недисциплинираност и физически сблъсъци. Училищните ръководители също така съобщават за засилено социално взаимодействие по време на междучасията и по-голямо използване на училищните библиотеки и спортни съоръжения.

Мярката ще влезе в сила през следващата учебна година във всички държавни и частни училища до 6-ти клас. Предвидени са изключения за ученици със здравословни нужди, трудности при изучаването на португалски език или специфични образователни обстоятелства. В такива случаи използването на обикновени телефони без достъп до интернет („тъпи телефони“) може да бъде разрешено под наблюдение.

Някои директори изразиха загриженост относно практическите предизвикателства при прилагането на забраната, особено в училища, обхващащи множество образователни нива. За тези ситуации се препоръчва поетапно въвеждане, подкрепено от дейности за повишаване на осведомеността, насочени към ученици и семейства.

According to a statement published by the Portuguese Government on 8 July 2025, the ban on smartphones in schools up to Year 6 has led to a significant reduction in cases of bullying and indiscipline. The measure, approved by the Council of Ministers, is based on a study conducted by the Centre for Planning and Evaluation of Public Policies (PLANAPP).

The report revealed a 59% drop in bullying cases in lower secondary education and around 56% in upper secondary. There was also a reduction of over 57% in incidents of indiscipline and physical altercations. School leaders also reported increased social interaction during break times and greater use of school libraries and sports facilities.

The measure will come into force in the next academic year in all public and private schools up to Year 6. Exceptions are foreseen for students with health needs, difficulties in learning Portuguese, or specific educational circumstances. In such cases, the use of basic phones without internet access (“dumbphones”) may be authorised under supervision.

Some headteachers have expressed concern about the practical challenges of implementing the ban, particularly in schools covering multiple education levels. For these situations, a phased introduction is recommended, supported by awareness-raising activities targeting students and families.

De acordo com um comunicado do Governo, publicado a 8 de julho de 2025, a proibição de smartphones até ao 6.º ano levou a uma redução significativa dos casos de bullying e indisciplina nas escolas. A medida, aprovada em Conselho de Ministros, assenta num estudo realizado pelo Centro de Planeamento e Avaliação de Políticas Públicas (PLANAPP).

Segundo o relatório, o bullying diminuiu 59% no 2.º ciclo e cerca de 56% no 3.º ciclo e secundário. Também se registou uma redução superior a 57% em episódios de indisciplina e confrontos físicos. Os diretores escolares destacaram ainda um aumento da socialização nos intervalos e uma maior utilização de espaços como bibliotecas e instalações desportivas.

A medida entrará em vigor no próximo ano letivo em todas as escolas públicas e privadas até ao 6.º ano. Estão previstas exceções para alunos com necessidades de saúde, dificuldades na aprendizagem da língua portuguesa ou em contextos educativos específicos, permitindo o uso de telemóveis básicos sem acesso à internet (“dumbphones”).

Alguns diretores alertaram, contudo, para as dificuldades práticas de implementação, sobretudo em estabelecimentos com diferentes níveis de ensino. Para estes casos, recomendam uma introdução faseada acompanhada de ações de sensibilização dirigidas a alunos e famílias.

На 20 май 2025 г. в средно училище „Д-р Мануел Гомеш де Алмейда“ в Ешпиньо се проведе 3-тата транснационална среща по проекта SAFE, която събра представители на четирите партньорски организации: Academia WeFight и Agrupamento de Escolas Dr. Manuel Gomes de Almeida (Португалия), средно училище „Георги С. Раковски“ и средно училище „Едмънд Бърк“ (България).

По време на срещата партньорите споделиха постигнатия напредък и представиха дидактическите и образователни материали, разработени в рамките на проекта, включително работни листове за тормоз, образователни игри, видеоклипове за повишаване на осведомеността, ръководства за фасилитатори и електронна книга за правата на децата и превенцията на насилието.

Тези учебни помагала ще подпомогнат прилагането на програмата SAFE с деца и млади хора, насърчавайки по-безопасна, по-осъзната и приобщаваща училищна среда.

Проектът SAFE, съфинансиран от програма Еразъм+, продължава да укрепва превенцията на тормоза и насърчаването на правата на децата в участващите общности.
